Haikou Municipal People's Congress and Commerce Bureau Exhibition Industry Legislation Research Group Visited SMI

On the afternoon of October 11, 2023, the Haikou Municipal People's Congress and Commerce Bureau Exhibition Industry Legislation Research Group visited the Shanghai MICEE Institute(SMI) to discuss with the professors and students of the Institute who had been deeply involved in the legislative research on the Shanghai Municipal Exhibition Industry Regulations. Topics included the legislative ideas, functional goals, main contents, implementation paths and development issues of the Haikou Exhibition Industry Development Regulations, as well as the development issues of Haikou's exhibition industry.

The research group was led by Fu Lanping, member of the Party Group of the Standing Committee of Haikou Municipal People's Congress and second-level inspector. Main members included Guo Zhiwei, first-level researcher of the Finance and Economic Committee of Haikou Municipal People's Congress Standing Committee; Huang Zhu, third-level director of the Finance and Economic Committee of Haikou Municipal People's Congress Standing Committee; Shen Jing, Deputy Director of Haikou Municipal Bureau of Commerce; Lin Shan, Deputy Director of Exhibition Department of Haikou Municipal Bureau of Commerce; Lin Hong, fourth-level director of Haikou Municipal Bureau of Justice; Geng Songtao, professor/doctoral supervisor of the School of Tourism Management at Hainan University; Dong Bohui, research assistant at the School of Tourism Management at Hainan University.

Participants from SMI included Professor Zhang Min, Executive Dean; Li Qiuqiu, Assistant to the Dean; Mao Haijun, Tang Yihua, Guo Feng, Tang Yebin, assistant researchers; Liu Haiyan, Li Ting, Yang Rui, Hua Hongqi, Chen Yifan, intern researchers.

Shanghai has promulgated the Shanghai Municipal Exhibition Industry Regulations in 2020 and the Shanghai Municipal Regulations on Serving the China International Import Expo(CIIE) Well in 2022, becoming the first city in China to legislate on the exhibition industry at the provincial level and the first major exhibition project. The Shanghai Exhibition Research Institute was deeply involved in the research and drafting of expert versions for the above two legislations. At the request of Haikou municipal leaders, the Standing Committee of Haikou Municipal People's Congress led relevant departments and units such as the Municipal Bureau of Commerce, the Municipal Bureau of Justice, and Hainan University to form a special research group. Its purpose is to learn from the advanced practices and experience of Shanghai in exhibition industry legislation, including the legislative system structure, article contents, legislative innovations, financial subsidies, problems encountered in legal practice, and development directions of the exhibition industry. According to the 2023 Legislative Plan of the Standing Committee of Haikou Municipal People's Congress, Haikou Municipal People's Congress is speeding up the system construction and legislative research for the development of Haikou's exhibition industry, and has determined that the Haikou Municipal Bureau of Commerce will take the lead in carrying out preliminary research and drafting of the Haikou Exhibition Industry Development Regulations.

On behalf of SMI, Professor Zhang Min welcomed the leaders of Haikou Municipal People's Congress and Commerce Bureau. He introduced the 12-year journey and achievements of the Institute, and invited the guests to watch the institute celebration video together. He gave a detailed report to the guests on the background, legislative ideas, main contents, structure and legislative focuses of the two exhibition industry legislations in Shanghai. Leaders of Haikou Municipal People's Congress and Commerce Bureau expressed their heartfelt gratitude, believing that as the international exhibition capital and national leader in exhibition industry, Shanghai has a solid industrial foundation, rich practical experience, urgent legislative needs and reliable legislative resources. The two provincial exhibition industry legislations have provided institutional frameworks and legal support for building a world-class exhibition business environment in Shanghai. They hope to learn from Shanghai's advanced practices and experience to provide strong legal support for the development of Haikou's exhibition industry. Shen Jing, Deputy Director of Haikou Municipal Bureau of Commerce, and Professor Geng Songtao of Hainan University had in-depth exchanges with Dean Zhang Min on issues such as exhibition spillover effects, exhibition-driven industrial development, people's congress legislative powers on exhibition, and legal obligations of relevant departments.

Dean Zhang Min proposed that the exhibition platform should provide services for industrial development and urban construction in light of local conditions, with emphasis on support. The development of the exhibition industry itself depends first on production capacity and second on the market. For Hainan, it is necessary to vigorously promote the development of Haikou's exhibition industry by leveraging the closed management of the free trade port, the tax refund policy for purchasing consumer goods, and the influence of the China International Consumer Products Expo (CICPE). The future of Hainan's exhibition industry lies in institutional opening and legal support for building an international tourism island.

Fu Lanping, member of the Party Group of the Standing Committee of Haikou Municipal People's Congress, talked about the difficulties and problems in developing Hainan's exhibition industry, one of which is the lack of supporting measures for Hainan's own exhibition industry, and the weakness of its teams, even needing help from inland cities for exhibition stand design and construction. However, Hainan Province and Haikou City have high expectations for the development of the exhibition industry. Therefore, it is necessary to strengthen institutional construction and legislative support. She emphasized the contents and drafting methods of the Haikou Exhibition Industry Development Regulations. Professor Zhang Min suggested that the Regulations should focus on development promotion and industry regulation. Its significance lies in supporting the growth of Haikou's exhibition industry. The legislative institution and competent department need to pay attention to expert opinions, and the expert team should also include legal experts.

The visit of the research group of Haikou Municipal People's Congress and Commerce Bureau will be conducive to strengthening cooperation and exchanges between the competent department of Haikou's exhibition industry and the Shanghai Exhibition Research Institute, and promote the legislative construction and healthy and rapid development of Haikou's exhibition industry.

The Shanghai MICEE Institute was established on December 6, 2011. It is a specialized exhibition research institution jointly established by Shanghai University and Shanghai Municipal Commission of Commerce under the cooperation framework between the Ministry of Commerce of China and Shanghai Municipal Government. Its mission is to promote the prosperity of the exhibition industry, the development of exhibition research, and the construction of a national exhibition research base. In the 12 years since its establishment, it has undertaken major national and Shanghai projects such as the feasibility study on the National Exhibition Center and its 13th Five-Year Plan, the organizational implementation plan and related research on the China International Import Expo, the research on building Shanghai into an international exhibition capital, the 14th Five-Year Plan of Shanghai's exhibition industry, the three-year improvement action research series on the China Shanghai International Arts Festival, the research on the biggest bottlenecks and problems restricting the introduction of international professional exhibition operation entities in Shanghai, the research on the leading exemplary role of the China International Industrial Expo in promoting the development of advanced manufacturing, etc. It has been deeply involved in the research on the World Expo, China International Import Expo, China International Fair for Trade in Services, Canton Fair, and the development of exhibition industries in cities across China. It has cultivated nearly 600 bachelor's, master's and doctoral degrees in exhibition studies, and built "three bases" to achieve "nine firsts". It has published the Exhibition Blue Book, Exhibition Figures series, Selected Papers on 30 Years of China's Exhibition Research, and other books. It has published over 200 papers and is continuing to achieve the vision of integrated growth with China's exhibition industry through sound interactions.
