Study on APEC Meeting Communication Mechanism from the Perspective of China-US New Type of Great Power Relations - Di Dan

[Abstract] Conference has long been an important means of organized communication for human society to enter civilization. The manifestation of conference deliberation is the discussion, handling and decision-making of specific issues by participants, the essence of which is the adjustment and construction of power relations, interest allocation, discourse power and meaning system. As a representative of new-type international organization meeting communication mechanisms, the Asia-Pacific Economic Cooperation (APEC) meeting communication mechanism is an important platform for effective interaction between China and the United States in the Asia-Pacific region where their strategic interests compete.

History has proven that in the last decade of the 20th century, as an important tool to restrain disorderly China-US competition in the economic field in the Asia-Pacific region, APEC salvaged the China-US relations fallen into the abyss three times, especially when bilateral diplomacy stagnated. APEC provided an effective platform for their continued dialogue by setting regular conferences and agenda.

Today, the development of both countries still relies on the Asia-Pacific, and prosperity and stability in the Asia-Pacific also depends on the two major powers. At the new stage of global governance and as APEC steps into its 30th year of development, the APEC meeting communication mechanism will play an irreplaceable role in building a new type of great power relations between China and the US.

In the late 1980s when APEC was born, the world saw the special period of economic globalization, regional economic integration, political multi-polarization and development of international exchange organizations. Different from traditional institutional constraint-based international mechanisms, APEC's "soft constraint" deliberation mechanism, diversified ceremonies, extensive agenda and consensus declarations integrate Eastern and Western meeting deliberation norms, injecting new vitality into international organization conferences.

As a regional, informal inter-governmental economic cooperation organization with 21 member economies, APEC has become a model for coordinating extensive and complex economic cooperation in the Asia-Pacific region. Its conference communication aimed at promoting trade and investment liberalization and facilitation and economic and technological cooperation among members is an important stage for top-level diplomacy, major power diplomacy, peripheral diplomacy and multilateral diplomacy between China and the US. It has experimental, exemplary and guiding functions for building a "no conflict, no confrontation, mutual respect and win-win cooperation" new type of great power relations between the two countries.

APEC meeting communication mechanism has advantages of extensive and in-depth dialogue, regular and frequent multi-field deliberation based on mutual respect, and win-win cooperation based on mutual benefit. It meets the inherent needs in building China-US relations, such as promoting China-US cooperation through economic exchanges, ensuring stable interaction between the two countries by integrating bilateral and multilateral dialogues, and harmonizing each other's sentiments through relaxed communication context.

China and the US follow the normalized interaction mode of combining competition and cooperation within the organization. This defuses interest divergence between developed economies represented by China and the US and developing economies, minimizes the risk of sporadic conflicts while maximizing cooperation potential between the two countries. Dialogue between China and the US based on APEC meeting communication mechanism can effectively resolve main contradictions in building bilateral relations, such as economic competition, political suspicion, strategic prevention and ideological conflicts. It guides the two countries to maintain orderly, stable, positive and sustainable exchanges.
