[Abstract] As required by Shanghai Municipal People's Congress Legislative Affairs Commission and Shanghai Academy of Legislation, and based on determining the legislative needs and basic framework of Shanghai's exhibition industry under the CIIE background, the expert proposal draft of Regulations of Shanghai Municipality on Promoting the Exhibition Industry (Draft) has been completed. The draft highlights taking the exhibition industry rather than exhibition industry as the legislative object, and strives to resolve three issues of inadequacy. Firstly, under the conditions of market access opening brought about by the shift from approval system to record-filing system, it aims to address the lack of market supervision over qualification and credibility in the exhibition industry, which is inadequate for high-quality development in the new era. Secondly, facing competition in the business environment of global cities, Shanghai's exhibition industry legislation cannot be limited to regulation, but should focus more on promotion, so as to resolve the issue that development is the hard principle, while policy support intensity for the exhibition industry is inadequate for building an international exhibition city. Thirdly, supervision of the exhibition industry should take the exhibition industry as the basis, while also catering to the development needs of the convention, celebration, event and performance industries, so as to promote and regulate the healthy and orderly development of the entire exhibition industry, resolving the issue of regulatory inadequacy for the grand exhibition concept and requirements of the era of industrial integration.
