[Abstract] Silk Road International Convention and Exhibition Center embraces the dream of Xi'an becoming an international metropolis. Taking the new starting point of the Silk Road, new highland of inland opening-up, and new center of open economy as its mission, it is committed to materializing the goals of substantializing Euro-Asia Economic Forum (EAEF), internationalizing Silk Road Expo (SRE), and branding strategic emerging industry fairs and staged transfer fairs of pillar industries in Northwest China. In the next five years, it will build the Silk Road International Convention and Exhibition New City, integrate convention and exhibition functions with LuGang port commerce zone, foreign business community, science-education innovation cooperation zone, high-end brand incubation zone, and cultural tourism destination, resolve the issues of inadequate scale, internationalization and branding of Xi'an's exhibition industry, and take the lead nationwide in building itself into an international convention and exhibition center city through doubling exhibition infrastructure, business performance and influence as well as synergetic innovation of grand exhibitions and conferences, in a bid to create conditions for building itself into an open economy center city and applying for Xi'an Silk Road Free Trade Zone, regaining glory of the Silk Road economy, and contributing to the great rejuvenation of Western, Silk Road and World Xi'an.

Measures of Xi'an Municipality for Recognition, Introduction and Reward of Exhibition Industry Talents and Implementation Rules

[Abstract] During the 14th Five-Year Plan period with the goal of building itself into an "Belt and Road" exhibition name card city, Xi'an's exhibition industry is entering the critical period of serving scientific and technological innovation, industrial upgrading, economic and trade prosperity and construction of a modern international metropolis. High-quality development calls for high-caliber talents to take the lead. The research team believes that Xi'an Municipal Government should formulate and release talent recognition, introduction and reward measures for the exhibition industry as soon as possible, which should be attractive, competitive, cultivating and incubating, to provide policy support and development momentum for the exhibition industry to gather, cultivate, attract and use talents, and promote the exhibition industry to move towards high-end, industrialized and internationalized development. With the research orientation of "providing talent guarantee mechanisms for building Xi'an into a 'Belt and Road' exhibition name card city", and based on the current development and future needs of Xi'an's exhibition industry, the research has formed the basic document Catalog of Classifications and Gradings for Xi'an's Exhibition Industry Talents, and implementation documents including Recognition and Reward Measures, Implementation Rules, and Cultivation Plans. Among them, the Catalog takes Xi'an's urban positioning, industrial development direction, exhibition talent needs and their concentrated growth rules as the guide, follows the idea of "classify first, then grade", divides exhibition talents into practical, research and innovation/startup types, and grades them into four levels of A, B, C and D, providing interim standards for talent application and recognition. For concrete implementation, the Recognition and Reward Measures and Implementation Rules, aiming at different talent introduction and use types like the "three types and four levels", full-time, flexible, existing, dual-creation, etc., propose competitive, cultivating and incubating reward measures and implementation strategies. The Cultivation Plans aim to improve exhibition talents' "self-hematopoietic" capabilities, and provide decision references and action guides for Xi'an to build a sufficient, qualified, optimized and reasonable exhibition talent team full of vitality through multiple plans including professional settings, academic education, teacher training, industrial training, etc.

Wuxi Mid-Long Term Development Plan for Exhibition Industry and Functional Planning of International Convention Center

[Abstract] Wuxi has long been known for its powerful real economy and has always occupied a prominent position in the ranking of comprehensive city strengths across China. Through research, the team believes that the short-term goals (2020) of Wuxi's exhibition industry are to build a new "Taihu International Convention Center", invest in infrastructure, gather market entities, launch major projects, form comparative advantages in manufacturing services, and boost Wuxi's economic status and city capability level. The medium-term goals (2025) are to basically build itself into an international exhibition center city in the Yangtze River Delta featuring high-tech. The long-term goals (2035) are to fully build itself into an international exhibition center city in the Yangtze River Delta featuring high-tech.

Concepts and positioning of Wuxi International Convention Center's functional planning: Adhering to the concepts of "unified planning, appropriate advancement, joint operation of exhibitions and conventions, and diversified business forms", reflecting the features of "serving high-tech industries, eco-friendliness, intelligence, integration and proximity, and underground interconnection", building itself into a world-class convention center and manufacturing service industry discourse platform, forming a convention complex integrating diversified business forms, achieving exhibition driving conventions, exhibition-convention interaction, serving high-tech industries, and integrated development, and simultaneously meeting the specialized needs of "two sessions" and four major segmented markets - government, business, associations and academia.

Functional positioning and industrial planning of the area surrounding the convention center: Positioning it as "Taihu International Exhibition Complex", focusing on planning the clustering of four major industries - exhibition, trade, finance and manufacturing services, giving overall consideration, balanced development, following regulations, and interaction between city and industry, to achieve green, efficient and intensive development.

Ningxia Mid-Long Term Development Plan for Exhibition Industry

[Abstract] The Planning adheres to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; seizes the new opportunities for Western China development; integrates the two "gold card brands" of inland pilot free trade zone and China-Arab Expo; upholds the six principles of combining government guidance closely with market operation, giving overall consideration to two-way opening-up of domestic and international markets, achieving interactive win-win development of exhibition and advantageous industries, giving equal importance to independent development, cultivation & upgrading and bidding for & introduction of exhibitions, promoting coordinated development of exhibition, convention, travel, culture and sports, and advancing in parallel venue construction and capacity building; strives to build Ningxia into a featured Western exhibition center highlighting regional characteristics and combining inland opening-up and Silk Road hub functions through seven paths of integrating into Belt and Road Initiative construction, optimizing "one primary and four secondary" layout, strengthening infrastructure and supporting services, building brand exhibition clusters, cultivating and strengthening local exhibition enterprises, improving exhibition talent cultivation system, and elevating exhibition industry "quintupling"; drives innovation and leads transformation and overtaking. In the next three years until 2020, it aims to achieve the "one primary four secondary" spatial layout. In the next eight years until 2025, it expects the effect of collaborative development and clustering of "one primary four secondary" five cities to emerge. To accelerate Ningxia's exhibition industry transformation, upgrading, innovation and goal attainment, the government also needs to provide guarantees in four aspects of organizational leadership, policy supports, image promotion, and system improvement, so as to ensure the exhibition industry's development towards being ever better.

[Abstract] The 14th Five-Year Plan period is an important historical juncture for China to accomplish the great transformation in its centenary goals. It is a crucial five years for Yiwu to accelerate building itself into a world-level "Capital of Small Commodities" by comprehensively elevating its strategic positioning of building a model international city with world-class business environment and the featured "Capital of Small Commodities". As a leading service industry, exhibition industry serves as the most active platform in the modern market system and forward-looking, strategic tool for urban development, owing to its global resource allocation, high-end industry guidance, innovation and creativity gathering, and opening-up hub functions.

Facing the intersection of centenary missions and unprecedented changes in a century, during the 14th Five-Year Plan period, Yiwu's exhibition industry will focus on the overall goal of building the "Capital of Small Commodities" city, create world-class business environment, lead industrial digitalization trends, firmly grasp exhibition project system innovation, promote innovation with innovation services, boost small commodity transformation and upgrading, rapid growth of new growth drivers, and integration of domestic and foreign large markets, propel industrial innovation and transformation across the board, and develop itself amid Yiwu's development. It will build itself into a world-featured exhibition city and national leader in featured exhibitions in phases.
